Monique Johnson

Chief of Programs

Monique was appointed Chief of Programs in April 2024. She previously served as Managing Director of Community Outreach, where she was responsible for fostering relationships with housing service providers and grant assistance programs across the Commonwealth. Monique’s lived experience has been a driver for her to pursue a career in affordable housing. She was drawn to Virginia Housing’s mission because it aligns so closely with her purpose and passion.

Monique’s career includes over 20 years of experience in affordable housing development, commercial real estate lending, and organizational strategy and program operations. She is passionate about solving complex problems and mentoring the next generation of leaders. Monique also sits on the Board of the Housing Association of Nonprofit Developers and is a member of the Virginia Commonwealth University Real Estate Circle of Excellence.

Prior to joining Virginia Housing, Monique was the Chief Operating Officer at the Better Housing Coalition and Vice President at Virginia Community Capital.

Monique holds a Ph.D. in Public Policy and Administration from Virginia Commonwealth University, a Master of Business Administration from the University of Richmond, and a Bachelor of Science degree in Civil Engineering from the University of Virginia.

In her personal time, she enjoys being a mentor, teaching and practicing yoga, and traveling with her husband Darius and daughter Phoebe.

Tara Jenkins

Chief of Staff

Tara was appointed Chief of Staff in April 2024. She leads the Executive Office, which includes supporting the Chief Executive Officer, Board of Commissioners and Stakeholder Relations. Tara previously served as Director of Executive Services and prior to that as Associate Chief of Staff, where she was responsible for Board relations, Board and Executive processes and procedures, and Virginia Housing building operations.

Prior to joining Virginia Housing, Tara spent 14 years with three Fortune 500 corporations in the Richmond region, most recently at Markel Group Inc. where she led an operation within global finance.

She enjoys working at Virginia Housing because the mission aligns with her purpose in life of helping to close the socioeconomic gap. She enjoys building relationships with associates and the work culture.

Tara holds a Bachelor of Science in Industrial Technology and Logistics from Virginia State University, and a Master of Business Administration from Virginia Commonwealth University. When not focusing on her role at Virginia Housing, Tara enjoys spending time with her wife Tierra and their children, Taj and True.
